摘要
国家助学贷款已经实施了五年 ,颁布的助学贷款政策性文件在一步一步地完善 ,但没有取得预期效果 ,主要原因是由于贷款难以回收 ,而这需要建立一个完善的贷款偿还制度 ,本文从非正式约束、正式约束和实施机制三个方面来构建助学贷款的偿还制度。
China's student-loan system has been enforced for five years. Loan po licies have been improved, but no expected effect is obtained. The main reason is that the student-loan is diffcult to be recovered. We should constitute a perfect instutution for loan-recovery. In this article,w e try to give a design of loan-recovery institution which consists of three parts : informal constraints, formal costraints ,and enforcement mechanism.
