摘要
廉租房制度具有社会保障性、公益性等特点 ,1999年 5月 1日起施行的《城市廉租住房管理办法》标志着我国城镇廉租房制度的初步建立 ,但是由于我国的经济发展现状以及特殊的国情 ,使得廉租房制度的发展受到一系列因素的困扰 ,特别是房源问题及其资金保障问题更使得我国城镇廉租房制度遭遇了发展的瓶颈。解决这一问题 ,政府必须首先明确其社会保障的职责 ,通过加强相关立法 ,明确廉租房供应主体 ,并提供充足稳定的资金保障 ,保证廉租房制度的真正实施。
The system of cheap renting house has the characteristics of social security and public welfare. The City Cheap Renting House Regulations, which was carried out from May 1st, 1999, marked the first step of the establishing of the system of cheap renting house. However, the development of the system is puzzled by the current situation of our economy development and state condition itself, especially the problems of house resources and its security. In order to settle the problems, the government should firstly clarify the social security responsibility. And the system of cheap renting house can be really implemented only by strengthening relative lawmaking, defining the supplying subject of cheap renting house, and providing sufficient and stable financing guarantees.
