Americans have had an unprecedented sense of vulnerability in the wake of “September 11' terrorist attacks. The administration was forced to reassess the security threats the US is facing and to reconsider ways to deal with these threats. “The Quadrennial Defense Review (QDR) 2001”shows that the US has started to make major adjustments to its security strategy and foreign policy. The degree and extend of adjustment is comparable to those after the end of the Cold War. These adjustments indicate that the international relations may start to enter a new phase.
