摘要
本文提出 ,要破解“黄宗羲定律” ,必须进行乡镇机构改革 ,建立和完善农村公共物品供给体制。
Beside the taxes and other additional items, the Chinese farmers have other two burdens: to cover the expenditure of the grassroots organizations (mainly at the township level), and to pay for public goods that should be provided by the local communities. It is imperative to reform the township organizations and to improve the system to provide public goods in rural areas
