摘要
《条例》的颁布和实施,是党内监督理论和实践发展的重要成果。其中,邓小平党内监督思想对《条例》形成和最终定型起着重要的指导作用。一种科学制度的形成,首先是思想内容奠定在先,用以体现思想内容的制度安排在后。在中国共产党视党内民主为党的生命的今天,深刻理解《条例》背后的邓小平党内监督思想,对于切实实践《条例》的规定有着十分重要的现实意义。
Promulgation and implementation of the rules of inner-Party supervision is a major achievement in the development of both theory and practice of the inner-Party supervision. Deng's idea plays a directive role in its formation. Nowadays when the Communist Party of China regards inner-Party democracy as its life, it is practical significant for us to have a deep understanding of Deng's idea on supervision.
