摘要
调研了千阳县乡镇卫生院的实际状况和存在的主要问题,提出实施乡村卫生组织一体化管理。具体改革措施包括①重组卫生资源,实现乡村医疗机构布局合理化。②实施统一管理,推行乡村卫生组织一体化。③整合人才资源,促进乡村医护人员水平专业化。④全面清理整顿,维护医药市场秩序正规化。通过改革探索,健全了农村卫生三级网络,提高了乡镇卫生院的运行效率,加强了医护人员的素质教育,满足了广大农村群众的医疗服务需求。
A survey was made on the actual situation of township health centers in Qianyang County and on the major problems that existed. Then the proposition of adopting integrated management of rural health organizations was put forward. The specific reform measures included: ①regrouping health resources so as to achieve a rational distribution of the health organizations; ②adopting centralized management so as to promote the integration of the health organizations; ③integrating human resources so as to enhance the expertise of the health personnel; ④carrying out overall clean up and rectification so as to maintain the normal order of the medical market. As a result, the three level network of rural healthcare was perfected, the operating efficiency of township health centers was improved, the quality of rural health personnel was raised, and the demands of the broad masses of rural people for medical services were satisfied.
