摘要
战略产业在国民经济发展中具有领导和重大影响作用，先导产业是重要的战略产业；作为先导产业的流通业是国民经济重要的战略产业之一，应该从战略产业的高度认识流通业，并制订相应的产业政策和措施来培育流通业的发展。
Strategic industries have essential impacts on the national economy growing and the leading industry is main one of the strategic industries;as one of the leading industry,the circulation is one of important strategic in-dustries,so we should pay much more attention to it and work out incentive policies and measures to develop it.
