摘要
流域是由流域人、流域社会现实和流域水三要素构成的一个复杂系统。在探讨水资源系统及其规律和流域社会系统对水资源系统的影响的基础上 ,通过分析流域人水之间的矛盾系统关系 ,提出必须认清水资源“三性”的决定作用、发挥人类“理性认识”的基础作用和依靠高科技时代“科学思维”的导向作用 ,才能树立水资源持续利用观 ,协调流域人水关系 ,最终解决流域水问题 。
The drainage basin is a complex system, which consists of men, social actuality and water of the the drainage basin. The paper explores the law of water resources system itself, and water resources system affected by societal system in the drainage basin. Based on above discussions, the author analyzes the man water contradictory relationship of the drainage basin, puts forward the countermeasures to solve the problems, and to further the economic integral sustainable development in the drainage basin. It is urgent to establish the view of sustainable utilization that we could harmonize the man water relationship of the drainage basin. That is to recognize the decisive effect of three quality of water resources, to exert the basal effect of rational knowledge of men and to depend on the oriented effect of scientific thought of high-tech age.
