摘要
我党在长期革命和计划经济建设中形成了档随人走的人事档案终身制管理方式。现在我国处于政治转型时期,已初步建立了社会主义市场经济体制,特别是成为WTO的成员国后,客观环境的变化使传统人事档案管理方式明显滞后,必须对其进行改革,但只能是扬弃而不是放弃。
In the long period of revolution and the construction of planned economy, our party has formed gradually the lifelong way of management of personal file, that is, dossier is transferred with the transfer of personnel. Now, the system of socialist market-oriented economy has been formed preliminarily in China, especially when China has become the member state of WTO, meanwhile, our country is also in the period of political change. The change of circumstances left traditional personnel file behind, we must reform it, but we can only develop the useful and discard the useless, but not give up it.
