摘要
本文认为,中国当前旧经济体制第三次解体所引发的市场秩序混乱,严重干扰着市场经济的健康发展,加强全国统一市场秩序建设已经成为国家和政府经济管理机关的当务之急。文章认为,构造“机会均等,公平竞争”的社会经济环境,是全国统一市场秩序建设的目的和要义之所在。全国统一市场秩序的框架结构,应当由规范新产权制度、市场主体和政府行为、涉外经济等五个方面的法律规范构成。文章指出,制定和完善上述法律规范是加强全国统一市场秩序建设的基础工作,首先应当予以加强。在此基础上,还应当采取一系列措施加强对全国统一市场的法制化管理,才能使市场秩序好转。文章对所要采取的措施逐一进行了具体分析。
It is the urgent task for our governmental management institutions to strengthen the construc tion of whole country's unified market order bccause the market disorder caused by the third disin tcgration of our old economic system has seriously obstructcd our market economic hcalthy devel opment。 It is the very purpose and important contents of constructing our whole country's unified market order that forming the social economic environment which is 'equal opportunities, fair competition'。Our whole country's unified market order should be formed by the following five factors of standardizing new property right's system, market body and governmental behaviour, concerning foreign economy, etc。We must first reinforce formulating and perfecting above Jaw norms as the basic work of strengthening construction our whole country's unified market order。 We should also adopt a series of measures to reinforce the legal system management of whole country's unified market order so as to improve our market order。The author has made specific analysis about being going to use measures。
