摘要
政府质量监督机构实施建设工程质量监督管理的过程,实质上就是质量监督机构和各建设主体就建设工程质量进行多阶段、多目标、多层次、多方位、多因素的博弈过程.研究各类建设主体群体行为策略,揭示群体质量行为特征,通过培育共同的价值观、营造良好的信息传输体制和发挥行业职业道德约束作用,引导建设主体群体质量行为的健康发展,以提高政府监督管理的有效性.
The process of government supervision organization carrying out supervision and management on construction quality is in essence a game process for multi-phage, multi-object, multi-level, multi-direction and position, and multi-factor between the organizations and construction bodies. Studying construction bodies group behavior tactics benefits for revealing their group action traits.By training their common value, building up good systems of information transmission, and bringing industry moral recrimination into play, supervision organizations can guide construction bodies' behaviors to healthy development and enhance the efficient of their regulation.
