摘要 一、共同开发概念的提出及发展 海洋石油共同开发是随着海洋石油资源日益成为能源的新的重要来源和沿海国扩大对海洋资源的管辖权引起的。1950年，日德尔首先提出共同开发的概念。他在国际法委员会关于大陆架的报告中指出，对于跨界共有石油储藏，应尽一切努力保持矿藏的完整性。……
