摘要
本文在深入研究6个城市的定量考核指标体系的基础上,提出了城市环保战略目标定量考核指标体系建立的依据和原则,探讨了指标体系的结构与指标选取问题.本文认为,城市环保战略目标定量考垓指标体系应由目标层、准则层和指标层三个层次构成,整个结构是自上而下分解,自下而上递进.
Based on the quantifing assessment parameters of six cities,the basis and principle of the quantifing assessment parameters of urban environmental protection strategic goals have been proposed in the paper,the structure of the parameters and the parameter slection have been discussed. Here,the parameters system is consist of three levels:goal level,principle level and parameter level,which can be divided from above to below,and can be combined from below to above.
