摘要
循环经济是以物质、能量梯次和闭路循环使用为特征、运用生态学规律指导人类社会和经济活动的新的经济发展模式 ,是资源型城市坚持可持续发展的重要途径。通过对盘锦市发展循环经济有利条件和制约因素的分析 ,阐述了盘锦发展循环经济的基本思路和工作目标 ,总结了开展循环经济试点工作的主要作法 ,指出了循环经济起步工作中存在的问题 。
circular economy, characterized by material & energy sequence and close-circuit utilization and based on ecclogical laws,is wot only a new mode of economic development directing social and economic activities of human race, but also an important way for resources-intensive cities to be in line with sustainable development, ln this article, the advantages and disadvantages of developing circular economy in Panjin are analyzed, the train of thought and the objectives for it described and major measures taken by the pilot of circular economy summarized. Also the article makes suggestions for the pilot while pointing out the problems existing in the beginning phase for conducting circular economy.
