摘要
"乡政村治"是伴随着家庭联产承包责任制的推行和人民公社体制的解体而产生的新型乡村治理模式,在实行过程中存在乡镇政府与村委会之间的冲突。本文运用制度变迁理论对二者冲突的原因进行分析。
Following the disintegration of people's commune and the implementation of household responsibility system linked to production,the new administering pattern that'country-politiced and village-governed'comes into being.Under the pattern,the conflicts between the township administration and village autonomy committee emerged.The paper analyses this conflict.
