摘要
文章指出了地勘单位在推进产权制度改革中存在的观念问题、融资问题、存量资产问题、减负问题、矿权流转等所必须面对和解决的问题,并分别针对这些问题,按党的十六届三中全会关于产权制度改革的要求,提出了解决对策。
The paper points out some problems that geological prospecting units will face and must resolve in promoting the restructuring of the property rights system. The problems include: concepts, financing, stock property, reducing burdens, and turnover of mining rights. According to the demand of the plenary session of the 16th central Committee of the C.P.C for restructuring property rights, the author goes on to provide some thoughts on finding solutions to these problems.
