摘要
公共突发事件处置难和突发事件管理与政府常规公共管理之间存在的矛盾有关,要抓住突发事件的特性,从预警防范体系、应急处置体系和后勤保障体系三个层面建立我国现代社会公共突发事件的管理体系。
The hardship of social emergency settlement relates to the contradictions between public exigent events management and government normal management. It is a must to follow the peculiarity of exigent events for constituting up-to-date social emergency management system in China from three aspects of early warning precaution system, emergency settlement system and rear-service guarantee system.
