应日本国土厅防灾局的邀请,以国家地震局局长方樟顺为团长的中国地震代表团于1992年8月25日至9月3日访问了日本。访问期间,代表团参观访问了日本国土厅、气象厅、东京大学地震研究所、东京都及静冈县等,并在静冈县观看了1992年9月1日日本举行的大震演习。本文综合介绍了日本地震防灾的立法、防灾对策的实施、地震预报和防灾方面的组织措施以及这次大震演习的情况。
At the invitation of the Disaster Prevention Bureau of National Land Agency of Japan, the Chinese Seismological Delegation headed by Fang Zhangshun,Director of SSB,made an official visit to Japan from August 25 to September 3,1992.During the visit,the delega- tion visited the National Land Agency,the Meteorological Agency,the Earthquake Research Institute of the University of Tokyo,Tokyo Metropolitain and Shizuoka Prefecture etc.,and viewed the large earthquake exercise held on September 1,1992 in Shizuoka.The paper gives a description of the legislation of earthquake disaster preparedness,implementation of the countermeasures of earthquake disaster preparedness,organizations of earthquake predic- tion aud earthquake disaster preparedness,and the large earthquake exercise as,well.
