在中国重返GATT的一系列谈判中,关税减让是其中的重点问题。中国现行关税制度与总协定的要求有哪些距离?中国将对关税进行怎样的调整?吴家煌在《关贸总协定与中国关税制度》中进行了阐述。
Tariff reduction is one of the key issues in the negotiation of resuming China ' s status in GATT as contracting party. Chinese current tariff system does not quite meet GATT requirement. For instance, we have country preferential policy, high tariff in general, low transparency of tariff policy, etc. To resume Chinese contracting party status at GATT, we have obligation to reduce tariff in accordance with the requirement requested by GATT. China will reduce tariff on some items of commodities and adjust its tariff structure and its policy of tariff reduction and waiver in order to be in compliance with GATT requirements on a gradual basis.
