摘要
提出了在工程量清单计价引入价格竞争机制的情况下采用无标底评标更有利于竞争机制的发挥的观点,从工程量清单招标为无标底招标提供了基础和无标底招标更能发挥工程量清单的作用两个方面进行了论述,同时提出了工程量清单招标采用无标底投标的问题及改进建议。
It is suggested that when price competition system is introduces, adopting non-base-price bidding in bidding for bill quantity of construction works will enhance the competitive system. The bidding for bill quantity of construction works is the basis of non-base-price bidding and the latter can strengthen the function of the former. Finally, this paper illustrates the problems in implementing this method and gives suggestions to improve it.
