摘要
投资环境的改善不仅仅是硬件环境的改善,更主要的是软件环境的进一步完善问题,当前“软环境”已成为制约招商引资向纵深发展的主要瓶颈。我们应清除经济发展中的体制障碍,规范政府的投资行为为民间投资让出市场空间,进一步提高外资利用水平,在“引进来”中促进投资环境的改善。
The improvement of the investment environment means not only the improvement of the hard environment, but also that of the soft environment.At present,'soft environment'has become the ceiling glass of attracting bid for inviting investment from overseas.To improve investment environment, we should sweep away the system obstacle in economic development, regulate the behavior of government, make room for private investment and make further improvement on foreign investment utilization.
