摘要
本文以“经济人”假设为前提 ,系统地分析了制约我国中西部地区农业可持续发展的深层次原因是经济贫困、生态农业的外部性以及区域间经济合作的信息不全面性等 ,提出了从调整利益关系入手 ,建立以公共财政支持为主体的农业产业政策框架以推动该地区农业和生态的协调发展。
the precondition of “economic person”, the essay analyzes the causes preventing agriculture in central and middle regions from sustainable development and holds the idea that the inner causes include economic poverty, under-development of ecological agriculture and the unbalance of information about regional cooperation. The author designs the framework to adjust relations of different interest and to set up financial support system, so that agriculture and ecology in central and middle regions can develop in a harmony.
