摘要
本文在综述城市的震、水、风、火四大灾种后集中研究了城市的新致灾源,并给予新致灾源的风险谱分析;提出了事故灾害的偶然性及潜在的必然性,从而提出了富于哲理的灾害方法论;作为一种战略构想本文还提出了一个对城市综合减灾有指导意义的规划草案。
To pursue safety and capability of disaster prevention and relief in a city is as important as to pursue a nice and comfortable city environment. However, in fact, the level of disaster prevention of cities in China is very low. Therefore, in this paper, according to analysis on city disaster data, the author points out the concept of city disasterology and its development and social economic influence. Furthermore, the author expounds some relevant countermeasures, in eluding many details about the method of designating disaster levels.
