摘要
应急指挥系统是对突发事件进行快速反应,迅速有效地组织抢险,为铁路的运输安全提供强有力的保障。在分析铁路应急指挥调度系统中存在数据支持不足、直观性不强和信息通道不够等问题的基础上,提出一个综合集成的应急指挥调度系统,为铁路应急事件的处理提供支持。该系统由通信网络平台、信息共享平台以及其功能子系统构成,保证应急救援所需信息的完整性和实时性以及调度的有效性,实现跨部门、跨分局、跨路局的统一指挥、协调一致,达到快速反应、科学决策、综合指挥和联合行动的目标。
Train Emergency Dispatching Management System was the powerful support for the safety of railway traffic,which can rapidly react of accident and rush to deal with an emergency.It was put forward an integrated Train EmergencyDispatching Management System to solve the problem of the lack of locale information, invisible and poor communicationchannels. This System included communications network platform, information sharing platform and relevant functionsubsystems to ensure the integrality, efficiency and realtime of train emergency dispatching. Based on this System, therelevant operation between department, subadministration and administration could implement rapid reaction, scientificdecision support, synthetical control and united activities.
