农村卫生院“两权”分离改革模式之比较——农村卫生院管理体制与运行机制研究报告

摘要 乡镇卫生院能否以及多大程度上得到发展 ,直接关系整个农村卫生改革与发展的成效。湖南各地为摆脱农村乡镇卫生院目前的困境 ,在探索以两权分离为核心的改革中 ,逐渐形成了三种模式 ,即以租股合制为特征的宜章、桂阳模式 ;以承包制 +监事会制为特征的沅陵模式 ;以股份合作制为特征的石门模式。理顺了管理体制 ,激活了运行机制 ,取得了明显的社会经济效益。三种模式既有区别又有共同性 。 Whether township health centers develop is directly related with performance of whole rural health reform and development. During reform of separating ownership from managerial authority, the three kinds of models are gradually formed in the township health centers in Hunan province, which is Yizhang and Guiyang model characterized with rent system combined with share cooperation system, Yuanling model characterized with contract system combined with board of supervisors system and Shimen model characterized with share cooperation system. Through separating ownership from managerial authority, management system is smooth and operative mechanism is activated and social benefit and economic benefit are improved. These three kinds of models not only are distinct, but also have common points, which could be suitable for ownership reform of township health centers in China.
