综合医院内论文绩效评估方法初探 被引量:1

摘要 目的:针对综合医院的特点,探讨应用文献计量学指标科学、合理、综合、动态地评估医学论文绩效的方法,并通过试评估对本研究提出的方法进行验证。方法:从论文发表和被引用两个方面来综合评估论文绩效。采用专家咨询法确定医学论文绩效评估中论文发表权重与被引用权重。应用该方法对中日友好医院1995年-1999年间的论文及引文进行试评估。利用累计百分比法确定论文综合绩效的核心科室,并与传统评估方法产生的重点科室进行比较。结果:论文绩效综合评估总分=0.42×论文产出力分值+0.58×论文影响力分值。1995年-1998年间中日友好医院的论文绩效呈逐年上升的趋势。从产出力角度进行评估,核心科室占评估总数的42.9%;从影响力进行评估,核心科室占评估总数的38.6%。本评估结果与传统评估方法产生的重点科室基本一致。结论:从论文被引用角度进行评估,结果的集中度更好。该评估方法能够反映临床医师论文绩效的主要方面,指标客观,具有较好的科学性、可靠性、易于操作,可以作为综合医院内论文绩效评估的初步建议性方法。 To explore the comprehensive performance evaluation method of medical papers by using biblio-metric parameters in the general hospital and test it by practical application. Methods: The papers performance were e-valuated from both papers published and papers cited. The weight coefficients of papers published and papers cited were determined by consulting experts. As a result, it was applied to the evaluation of publication and citation of papers of the core departments in China- Japan Friendship Hospital from 1995 to 1999. The core departments in comprehen-sive performance of papers were determined by the method of accumulative total percentage. And the results were com-pared with the evaluation results by previous method. Results:The total score of comprehensive performance evaluation of paper equals the sum of weighing scores of producing ability and influencing ability. The papers performance of Chi-na- Japan Friendship Hospital was rising annually during 1995-1998. By evaluating producing ability, the core depart-ments were 42. 9% of the total. And by evaluation influencing ability, the results were 38.6% of the total. The evalua-tion results from papers performance were consistent with the results by previous method. Conclusion:Evaluating from papers cited, the concentration tendency is more obviously than that from papers published. The method can reflect the major feature of the papers performance for clinical physicians and the results are rational, objective and reliable. The method can be recommended to evaluate the medical papers performance in general hospitals.
