摘要
外资准入自由化是世界经济自由化的一个组成部分。自由化经济通常被理解为经济中的政策和法律扭曲对资源配置的影响最小化。外资准入的立法导向从"原则限制、例外自由"转向"原则自由、例外限制"。同时,外资准入东道国为使外资能被其充分有效地利用,就必然对外资准入自由化进行限制,实行符合WTO法律规则的政府干预。
The liberalization of FDI Admittance is one integral part of World Economy Liberalization, which is usually defined as the minimization of the impact on resource distribution by economic policy and legal distortion. The change of legislation direction from 'principally restricted with exceptional freedom 'to' principally free with exceptional restriction' does. The host country can exert some restrictions on its liberalization, carrying out governmental interference under the WTO Rules.
