摘要
水是宝贵的自然资源,水的利用不仅影响到人们的生活,而且关系到社会经济的发展。社会经济的发展对水利提出了更高的要求,要求水利的可持续发展。我国水资源缺乏,其水环境形势依然严峻,应引起高度重视。同时,应通过深化水利制度改革、加强国际间合作,实现水利的安全、资源、环境、景观四位一体,建造有中国特色、具有深厚文化底蕴的水利工程,为社会经济的发展打好基础。
Water is a kind of valuable resources. The utility of water not only affects the life of people, but also relates to the development of social economy. The development of social economy makes more demands on water conservancy and asks for sustainable development, which is a heave mission for a long time. Our country is absent of water resources and the situation of water environment is imminent, so we should pay more attention to it. At the same time, for making full preparation for the development of the social economy, by reinforcing hydraulic system reformation and enhancing international cooperation, the hydraulic 'four-in-one' of safety, resources, environment and sight will be realized, and the hydraulic projects with characteristic of China and culture intention will be constructed.
