摘要
党的十六大进一步明确了国有资产在非垄断领域实行“国退民进”战略,扩大了地方政府的行政职权。MBO作为改善国企所有者缺位、激励不足和效率低下的又一新举措,在这种背景下引起了各界的广泛关注。首先分析我国MBO存在的问题,然后提出当前我国实施MBO的对策建议。
The 16th National Congress of CPC has clearly established the reforming strategy for state assets in the non-monopoly sectors by implementing 'the privatization of state assets' and entitling the local governments more administrative power. Nowadays, both the government and society have become more and more concerned about the new approach-Management Buyouts, which is widely regarded as a measure in solving the economic problems such as the absence of state asset owners, the insufficient incentives, the low operational efficiency, etc. Some enterprises and companies have carried out management buyout and others also show great interest in adopting such strategy. This paper gives an overview and classification of the management buyouts in China, and then analyzes the existing problems in the area and proposes some measures for implementing MBO in our country.
