摘要
邓小平依法行政思想是推进我国政府工作的行动指南。该文从邓小平关于依法行政对实现行政管理统一性、连续性和稳定性及促进社会主义市场经济的迫切性思想入手,论述了邓小平从加强行政立法与法制教育、提高行政工作人员的素质、实现党政关系法制化等三个方面来推进依法行政的思想,提出了邓小平依法行政思想的三点现实意义:强化政府责任,建立责任政府;加强行政立法;完善我国行政法制监督。
Deng Xiaoping's Thought of administrating according to law is the guide to improve the government work in our country.On the basis of its effect on realizing the unity, continuity and stability of the administrative management and improving the socialist market economy, this article discourses upon how Deng Xiaoping's thought advances administrating according to law by strengthening the administrative legislation and the legal education, improving the quality of the administrative personnel and realizing the legalization of the relationship between the Party and the government; and the author presents three realistic functions; to strengthen the government's obligation and establish the liability government; to strengthen the administrative legislation; and to perfect the administrative legal system.
