摘要
党中央、国务院将中国北方国际航运中心定夺大连,不仅是从现实出发也是从长远计议,不仅是从东北老工业基地振兴也是从我国对外开放和经济发展的全局做出的战略决策。"把大连建成东北亚重要的国际航运中心"的定位,不仅从性质上将大连定义为区域性国际航运中心,同时也廓清了腹地边界。在东北亚区域内,大连国际航运中心的建设面临着来自于国际、国内的竞争压力,但大连又具有区位和自然条件等方面的诸多优势。在我国区域经济格局中,东北是一个整体,历史和现实都告诉我们,只有东北兴才会有大连兴,大连的崛起可以牵动东北腹地的振兴,大连的崛起又有赖于东北的振兴。犹如东北的龙头,大连国际航运中心将在东北老工业基地振兴中担当着十分重要的服务角色。
That Dalian will be oriented to be shipping centre of North china by the Party Central Committee and the State Council is a strategic decision based on the present、 the long-term、 the northeast traditional industrial promotion of the china、open to foreign country and economical development of our country. The orientation, 'Dalian will be built to be the important international shippingorder',is not only to orient Dalian as a regional international shipping ceter from its natrue, but also its hinterland and border. The construction of this center possesses many privileges, and will also be faced with lots of pressures from the internal and abroad. The rising of Dalian abruptly can affect and depend on the rejuvenation of Northeast ares. Dalian international shipping center will play more important service role in the rejuvenation of Northeast traditional industrial base.
