摘要
自改革开放以来,中国技能劳动者的工资与非技能劳动者的工资之比即技能溢价明显上升,而整体劳动收入在国民收入中所占比重却呈现下降趋势。这两者之间是否存在联系以及如何改善要素收入分配值得探讨。通过嵌套式CES生产函数可以发现技能溢价对劳动收入份额的影响,结论是:技能溢价虽然对技能劳动收入份额具有提升作用,但对非技能劳动收入份额的抑制作用占主导。因此,整体来说技能溢价会降低劳动收入份额。通过调整技能劳动的供求结构、完善资本和劳动力市场体系、减少人才流失,以及完善政府财政收支体系来实现技能劳动供求平衡是平抑技能溢价、提高劳动收入份额的重要途径。
T he w ages of Chinese skilled labor have improved dramatically relative to unskilled labor since China’s reform and opening up ,that is ,the skill premium increases rapidly ;w hile the overall share of la‐bor income in national income has a trend of declining .It’s still worth exploring the connection between the two elements and how to improve the income distribution .The passage discusses the influence of skill premium on labor’s income share based on a nested CES production function .The conclusion is that al‐though skill premium can improve the income of the skilled ,the inhibitory effect on the income of the un‐skilled is dominant .Therefore ,skill premium can reduce the share of labor income .The balance between the demand and supply of skilled labor through regulating the structure of skill labor ,improving the cap‐ital and labor market system ,reducing the brain drain and perfecting the government financial system are the key to smoothing the skill premium and improving the labor income share .
