摘要
新闻制度是新闻体制的基础与核心。体制在制度基础上发展变化。在经济体制改革的背景下,我国新闻体制以"事业单位、企业化管理"原则为变革基点,在媒介功能定位、经营管理、媒介结构3方面有所发展,在媒体组织管理方面则坚持党性原则,对作为意识形态工具的新闻媒体保持规制。规制在一定程度上会阻碍媒体的发展,正确认识规制并处理好规制与发展的矛盾才能推动媒体前进。
In the current, Chinese press system reform comes into the depth development. Regulations become unavoidable. On the basic principle of institutions with enterprise-style management, press system progresses in three aspects of media function: medium function location, operation and management, media structure. Party spirit principle hinders and regulates media development in terms of media organization and management. Although, regulations hinder media development, media can be push forward by understanding regulations and dealing with the contractions between regulations and development correctly.
