Energy resources are not only the necessity for the daily life such as clothing, food, housing and transporta- tion. They are also the necessity for mankind in terms of material production, circulation and information exchange. It is through the great consumption of energy resources that the modern civilization has developed. On the other hand, the consumption of energy resources causes various impact on the environment where human deveiopment, production, consumption and waste disposal activities take place and where all living beings exist. For instance, sulfur oxides, nitrogen oxides, particulates and hydrocarbons are produced in the process of burning fos- sil fuel. In case there are accidents, the oil development in the sea bed and oil transport on the sea will pollute the marine environment. The use of energy in big cities will cause the effect of heat island. The excessive farming and grazing and improper tree cutting will reduce the reserve of forests and bring about desertification. Therefore, in the development and use of energy resources, close attention must be paid and measures must be taken to control their impact.
