摘要
该文简要论述了晋陕蒙接壤区在国家能源方面所处的战略地位，以及它的区域生态环境特征，即生态环境的过渡性、波动性、脆弱性和敏感性，并阐述了在这一地区建立试区的科学意义。
This paper describes briefly the strategic position of Jin-Shaan-Meng region in the state building such as coal,power etc,the regional eco-environment characteristics-transitionality, activity feebleness,sensitivity and fragility of eco-environment,aim to stress on the scientific significance and necessity of building experiment fields in this region.
