摘要
推广电子病历系统,作为卫生信息化建设的要点,是贯彻深化医药卫生体制改革,提高基本医疗服务水平的重要举措之一。目前,各地医疗机构实施应用的电子病历系统,普遍面临着网络虚拟性所带来的运营安全风险。如何保证电子病历系统操作人员的身份真实,如何实现患者隐私信息数据安全地共享与交互,如何确保电子病历符合相关法律法规,可以作为处理医患纠纷的可信依据,都成为实施电子病历系统所需解决的核心问题。本文通过分析现有电子病历系统的安全现状与需求,提出了基于电子认证服务应用的整体安全解决方案,可以有效地解决电子病历系统在实施中面临的信息安全问题,促进数字化医疗安全有序的运转。
Expanding Electronic Medical Records System,as the main point of the health of Informatization Construction,is one of the important measures to implement deepening the reform of medical care system,and improve the service level of primary medical treatment.At present,Electronic Medical Records Systems which all medical institutions implement the application,face universally risk of operation safety which virtual network brings.How to guarantee identity's authenticity of operating personnel of Electronic Medical Records System,how to realize sharing and interaction the patient privacy information data safely,and how to ensure Electronic Medical Records conform to the relevant laws and regulations and can be used as a credible basis with medical disputes,become the core problem which has to be solved to implement of Electronic Medical Records System. Through analyzing the security and demand of existing Electronic Medical Records System,this article puts forward whole security solutions which based on the electronic certification service application, can effectively solve the information security problems which the Electronic Medical Records System faces when implementing,and promote operation of digital medical safely and orderly.
