摘要
进入2l世纪的第二个十年以来,公用事业的发展面临前所未有的挑战。包括:市场经济规则的挑战、全球化的挑战、环境保护的挑战、城市化的挑战和资源约束的挑战,发展环境愈来愈复杂。同时,在公用事业改革的进程中,面临政府与市场、公平与效率、国有与民营、垄断与竞争、社会目标与经济目标的权衡取舍关系。为了应对公用事业发展日益复杂的外部环境以及权衡取舍各类关系,政府须建立与当前社会制度环境相适宜的,规范、理性、创新、动态的管制模式,促进公用事业改革并最终使政府管制更具效率。
With the onset of the second decade of the 21st century,the development of public utilities is faced with unprecedented challenges,including rules of market economy,globalization,environment protection,urbanization and resource restraint,etc.Meanwhile,there are also some tradeoffs in the process of public utility reform,i.e.tradeoffs between government and market,equity and efficiency,state-owned or private-owned issue,monopoly and competition,and social goals and economic goals in public utility sector.In order to deal with the ever-increasingly complicated external environment and development tradeoffs,a standard,rational and dynamic regulation mode which matches the outside institutions and environment should be established to promote reform and make government regulations more efficient.
