中东是美国冷战后调整全球战略的重点地区之一。仅今年以来,美国国务卿克里斯托弗就两次出访中东,美国商务部长布朗、国防部长佩里也先后到该地区活动。今年5月17日,美国国防部公布了《美国对中东的安全战略报告》。这份长达40页的文件全面阐述了美国在中东地区的长远战略利益,分析了冷战后中东战略环境发生的深刻变化及其带来的挑战与机遇,总结概括了海湾战争以来美在中东外交和军事活动中的经验,确立了美国对中东的安全战略及其实施策略。
Since the ending of the Cold War, the Middle East has continued to be America's 'area of key interests', and at the same time the new challenge is rising against the United States. The American primary interests in this area include: ensuring sufficent supply of oil; broadening American exporters' access to the Middle East market; safeguarding this area's important sea and air lanes so as to keep the strategic initiative. The United States' overall strategy in the Middle East in the new era has been outlined in its Middle East's Security Strategy Report: First, with the trinity of full-scale participation, deployment in the frontline and quick reaction as the basic guidelines, and using the military,diplomatic and economic means together, the U. S. will contain Iran and Iraq in the East, control Algeria and Libya in the west and promote peace talks in the Middle; Second, with the Gulf as the focal point, the American troops as the core and the regioned allied countries as the main body, the U. S. will set up a defence network in which the expenses will be shared and the benefit enjoyed equally, and then link Middle East, West Europe, South Asia and East Asia into one area; Third, the U.S. will maintain its leading position in the international affairs and try to gain the greatest political and economic interests in the global sphere.
