摘要
根据当前我国建筑市场的现状,分析了影响建筑市场持续发展迫切需要解决的前沿问题,提出从健全投资者责任制,依法规范业主行为;规范竞争性市场秩序,优化承包商整体结构;建立质量责任追究制度,生产合格建筑产品;改革现行价格机制,推行量价分离计价方式;完善有形建筑市场,提高服务管理水平等方面来进一步培育和完善建筑市场运行机制,促进建筑市场健康有序发展,保证我国建筑业在世界经济大循环中具有较强的竞争力。
With the development of social economy there is an intensifying contradiction between supply and need in the construction market. The intensive overcompelition has resulted in, tp certain extent, a disorder in the market. This paper, in accordance with the present situation in our countries, malyses and discusses the frontier problems which affect the normal development of the construction market and which also need special solution. It also proposes that responsibility systems of investors should be established so as to standardize the behaviors of real estate owners; that competitive market orders should he normalized so as to optimize whole structure of contractors; that the system of tracing responsibility for quality should be established so as to produce standard construction products; that present calculation approaches of engineering coat should be reformed so as to spread the new mechanism of separating quality and price; that trade markets in existence should be completed so as to promote the service management and so forth, thus maturing and completing further the mechanism of construction market, in order to develop the construction market orderly and healthily and to ensure that our country' s construction industry will be more competitive in the big circulation of world economy.
