摘要
本世纪７０年代后，由于新技术革命的兴起和全球经济、政治形势的变化，国际关系格局正在发生深刻变化。即随着高科技作用的日益突出，国家力量对比的重心已开始从军事迅即转向经济领域，综合国力成为越来越多国家竞相争夺的战略制高点。因此，如何从科技、经济、军事、文化、生态等方面强化本国优势，以维持现在和未来生存与发展的有利国际地位。
Abstract The emerging new technology revolution and the evolving political and economic situation in the world since the 1970s have brought about profound changes to the shaping of international relations. High technology plays a prominent role. The focus in the balance of power is shifting from military to economic field, and the overall national strength has become a strategic commanding point for which an increasing number of countries are contending. It is obviously the most important and realistic objective for some major powers to maintain their favourable international positions, both at present and in future, for their survival and development by building up their own superiority in the fields of science and technology, economy, military, culture and ecology.
