“公民—政府”之间由于信息的流动而处于博弈互动状态,双方都希望达成代价最小的一次性合作结果,因而政府与公民围绕着权威性价值展开各自的积极作为,而每一次“公民—政府—公民”
Due to a flow of information, the citizen and the government are in a state of interaction like chess-playing , in which the two sides both hope for a once-for-all result of co-operation Therefore, the two sides their at the least cost. Therefore, the two sides make their respective active performance around the authoritative value and every cycle of “citizen-government-citizen' will lead to a political change of a different degree .
