摘要
政府信息公开是主权在民理论在法律政治制度上的具体体现,其制度的健全与完善直接关系到公民知情权的保障。《政府信息公开条例》自身的不足和其他外部法律制度的缺陷构成当前政府信息公开的主要障碍。政府信息公开文化氛围已初步形成,制度细节上的协调工作将有助于推进政治法律体制改革。
As a specific embodiment of the popular sovereignty theory in legal-political system, disclosing government information, along with its establishment and improvement, is directly related to the safeguard of the public right to know. However, disclosure of government information is hindered mainly by the inadequacy of the Regulation of the People's Republic of China on the Disclosure of Government Information and the defects of other external systems of law. Now that the cultural atmosphere has been largely formed for disclosing government information, adjustment to the details of its procedures will help to push forward the reform of political and legal system.
