摘要
网络时代信息的传播与控制问题事关公民基本权利的实现和利益保障,同时虚拟世界公民权利与国家权力的边界确认更具有实际意义。从权利维度正确审视我国的信息治理对于我国公民权利保障和社会和谐进步具有重要影响。公民信息获取权利的实现还存在许多问题,应当积极应对和改进,采取有效措施,提高信息公开水平,实现公民与政府间的信息对称和良性互动,促进我国社会的和谐与稳定。
The issue of information dissemination and control is a matter of realization of basic civil rights and benefit guarantee in the network era.Meanwhile,the identification of civil rights and state power in virtual world presents further practical significance.Look at information governance from the dimension of rights has an great impact on the guarantee of citizen's right and promoting social harmony and progress in our country.A number of questions remained in implementation of citizen's right to access to information,which should be actively confronted and improved,taking effective measures and improving the level of information disclosure,to achieve symmetry of information and positive interaction between citizens and government and promote the society's harmony and stability.
