摘要
义务教育的公平是教育公平的基础,是落实城乡公平教育的重要步骤,是实现城乡教育发展均衡的根本途径。文章分析了目前导致我国义务教育阶段城乡教育发展不均衡的制度因素、经济因素、观念因素。提出通过促进农村发展、转变错误观念、加强决策和机制建设等方面来实现义务教育的均衡发展,是推进我国城乡义务教育均衡发展的主要途径。
The fair of compulsory education is the foundation of the fair of education.The important steps of implementing fair eduction is to achieve balanced development between urban and rural areas.In the article the elements which cause the imbalanced development between urban and rural areas of compulsory education in China are analyzed in terms of systems,economy,and thoughts.It is proposed that balanced development can be achieved by means of accelerating the development of rural areas,changing thoughts with errors,and strengthening decision-making mechanism,which are also the ways to promote the development of compulsory education in urban and rural areas in China.
