摘要
作为同被环保部列为首批排污权交易试点地区的湖北和江苏,通过多年的试点工作,两地都取得了一定经验。通过全方位对比两地排污权交易制度,包括初次分配、配套优惠政策以及排污监测等,找出湖北省目前排污权交易工作陷入停滞、排污权交易市场惨淡的原因,提出改善初始分配方式、制定相关激励政策、扩大交易对象和范围、加强环境监管等对策,以期为政府决策提供参考。
Hubei and Jiangsu province,as the emissions trading pilot areas,both got some achievements.Comprehensive comparisons of the two areas on the emissions trading system,including initial allocation,supporting preferential polices,emission monitoring and so on,find out the reasons why the emissions trading halts and trading market bleaks in Hubei province.And it is proposed some detailed solutions,such as improving the initial allocations,designing relative incentives,expanding the trading range and partners and strengthening environmental monitoring as well,to provide support for government decision-making.
