摘要
鼓励民营或民办机构进入老年服务领域一直是政府倡导老年服务市场化和社会化的重要内容。通过上海和杭州两个最早老龄化城市的典型案例,分析民营机构介入社区老年照护服务的不利因素,对其与公办机构的关系、服务内容和标准、介入方式以及护理保险之间的关系进行阐释,进而提出民营机构介入社区老年照护服务的必要性和可行性。
Encouraging civilian-run organizations to involve into elderly care has been advocated by the government for marketization and socialization of elderly care services.Based on the discussions on various unfavorable factors in community elderly care services involving civilian-run organizations in Shanghai and Hangzhou which have the earliest phenomenon of population aging,this paper describes the relationship,and different service content and standard,involvement method,and insurance between civilian-run and public organizations.It raises the necessity and feasibility of involving civilian-run organizations in community elderly care.
