摘要
2006年中央国库现金首笔200亿元定期存款成功操作,标志着我国国库现金管理实现了从理论到实际运用的实质性突破。目前,随着国民经济的快速发展,财政收入迅速增长,国库库存余额也在逐年增大,在满足国库现金支出需求的条件下,使持有库存现金的成本最小化,并充分利用闲置资金,实现投资收益的最大化,成为提高国库资金效率的关键。本文对此进行了分析并提出了相关建议。
In 2006,the successful operation of 20 billion yuan of the first fixed deposit of the central state treasury cash marked that the state treasury cash management achieved a substantive breakthrough from theory to practical application.At present,with the rapid development of the national economy,the revenue and the stock balance of state treasury are increasing year by year.Under the condition of meeting the demand of the state treasury cash outlay,how to minimize the cost of the stock cash,make full use of idle fund and maximize the income from investment have been the key to increasing the efficiency of the state treasury cash.The paper makes a relevant analysis and puts forward some suggestions.
