摘要
目的:为建立上海市新的精神卫生服务投入制度提供依据。方法:收集调查对象的财务年终报表和填报的统计数据作分析,对相关人员作半结构式访谈,提炼出主要观点。结果:2007年至2009年政府拨款平均占该中心筹资总金额的13.45%,患者(私人)支付分别占该中心筹资总金额的17.99%;社区卫生服务中心精神卫生服务筹资平均为110.23万元;街道社区用于精神卫生工作的经费投入平均为72.72万元。结论:资源相对集中,社区康复资源缺乏;投入总量不足,配置结构不合理;投入方式不能适应发展需要。
Objective:To analyze the current situation of the input in mental health services in Shanghai and the problems for reference to the establishment of a new financing system of mental health services.Methods: The financial year-end reports of objects were collected and analyzed,semi-structured interviews were conducted.Results: The government subsidies accounted for an average of 13.45% of the total amount of financing for regional mental health center from 2007 to 2009.Out-of-pocket money represented 17.99%.Financing of community mental health services were 1.10 million yuan on average.The funding from street community for mental health work averaged 0.72 million yuan.Conclusion: Mental health services in this inner district of Shanghai had the problems of relative concentration of resources,lack of community-based rehabilitation resources and lack of total financial input.Moreover,the resources allocation structure and financing way could not meet the development needs.
