摘要
美国是世界上最大的发达国家,在可持续发展的理念指导下,适应环境保护的新潮流,从实行了长达20余年的以污染物“末端处理”为主的污染控制转向污染物的“源头削减”、“全过程控制”、“污染预防”,即通常所谓的“清洁生产”,实现了经济发展和环境保护双赢的结果。其清洁生产法律制度值得我国借鉴,从而大力推行清洁生产,实现可持续发展。
The United State is the largest developed country in the world. With the instruction of “sustainable development” concept, the U.S.A has adapted to the new trend of environmental protection and transferred from “pollution control in the last stage of production” that has been carried out in the past 20 years to the so called “unpolluted production” including “ putting down pollution at the beginning stage of production”, “full process control” and “pollution prevention”. This transform comes to the “win-win” outcome of economic development and environmental protection. Therefore, the legal system of American “Unpolluted Production” is valuable for us to use for reference in China. We should promote unpolluted production energetically to realize sustainable development.
