摘要
1999年5月中国人民银行、教育部、财政部联合颁发了《关于国家助学贷款的管理规定》,助学贷款成为社会关注的热点。但近几年来我国高校实施助学贷款过程中却存在很多问题,本文针对这些问题在处理政策的层面上提出了一些建议。如倡导企业预期担保、学生与学校联保、建立助学基金等等。
In May, 1999, the People's Bank of China, the State Education Department and the State Ministry of Finance jointly issued a document of 'the Regulation of State-provided Students Loan', which made Students Loan the hot spots of society. But there have been many problems during its implementation. In the term of these problems, this paper focuses on putting forward some suggestions on the solutions from the aspect of the policies, such as encouraging the expecting guarantee from the enterprises, colleges and the schoolmates, and establishing the funds of students' financial aids as well.
